Recommendations from the Conakry edition

The first Summit edition: four areas of recommendations to move from resource to grid in Guinea and the region.

The first edition of the ỌYA ÉNERGIES Summit took place in Conakry on 21 and 22 June 2023. It brought together public and private players around a simple question: how do we move from the resource, which is very abundant in Guinea, to the grid that delivers electricity to users?

The context

Guinea has one of the largest hydropower potentials in the region. Yet access to electricity remains uneven between the capital and the rest of the country, and outages weigh on businesses and households alike. The Summit set out to put these two realities face to face.

The recommendations

Participants made recommendations around four areas.

  • Evacuate the energy produced: prioritise the transmission lines and substations that unlock capacity already built
  • Open up to independent power production: publish clear licensing, tariff and contract rules to reassure investors
  • Electrify territories: support mini-grids and off-grid solutions where grid extension will not arrive for ten years
  • Train and recruit: create training pathways for technicians and engineers suited to operators’ needs

A point of attention: consultation

The discussions also recalled that a successful hydropower project requires early dialogue with neighbouring communities: population displacement, water use, local benefits. This consultation must be budgeted from the feasibility study onwards.

A plant that produces without a line to evacuate the power remains a stranded asset.

Follow-up

These recommendations served as the basis for the second edition programme in Abidjan and for the first ỌYA Intelligence work. The full document can be downloaded below.
